Our Vision

Te Ao Mārama is a Māori-led, Māori-governed national research infrastructure designed to strengthen Māori knowledge, wellbeing, and equity. Our kaupapa is guided by Te Tiriti o Waitangi, kaupapa Māori research values, and tāngata whaikaha Māori data sovereignty. The documents below set out our principles, processes, and ethical framework for how the Panel operates, protects participants, and upholds Māori aspirations.

Te Ao Mārama Panel Study Charter

PURPOSE

Establishes the vision, governance, values, and ethical foundation of the Te Ao Mārama Panel.

SUMMARY

The Charter defines the purpose of the Panel — a Māori-led probabilistic survey infrastructure supporting public-good research. It outlines the governance structure, research scope, and values of whanaungatanga, manaakitanga, and rangatiratanga. It explains how all Panel activity must align with Te Tiriti o Waitangi, Māori data sovereignty, and kaupapa Māori principles.

Te Ao Mārama Panel Study Protocol

PURPOSE

Operational and scientific framework that guides the establishment, management, and oversight of the Panel.

SUMMARY

Sets out the rules for Panel operations—from participant recruitment and data collection to governance, ethics, and Māori data sovereignty. Defines the Panel’s objectives, methodology, and oversight mechanisms. Embeds kaupapa Māori values (tika, manaakitanga, whanaungatanga, kotahitanga, kaitiakitanga) and outlines governance roles (Otago, Auckland, iNZight, TAMA).

Te Ao Mārama Data Management Plan

PURPOSE

Data governance and protection framework ensuring Māori data sovereignty and participant privacy.

SUMMARY

Describes how information is stored, accessed, and protected. Complies with Privacy Act 2020, HISO standards, and Te Mana Raraunga principles. Defines handling of identifiable and de-identified data, researcher access, and withdrawal processes. Data stored securely in Aotearoa, with Te Ao Mārama Aotearoa Trust acting as data kaitiaki. No overseas transfer without consent.

Te Ao Mārama Panel Study Summary

PURPOSE

Public-facing overview explaining the Panel for participants and communities.

SUMMARY

Bilingual plain-language summary explaining what the Panel is, why it matters, and how Māori voices inform policy. Outlines who runs the study, how data are used safely, and participants’ rights under Te Tiriti and Māori data sovereignty. Includes clear sections on consent, privacy, and withdrawal reflecting the kaupapa of mana whakahaere, rangatiratanga raraunga, and haumarutanga.

PURPOSE

Official participant invitation message introducing the Panel and welcoming members.

SUMMARY

Bilingual invitation connecting back to the original Te Ao Mārama Survey. Emphasizes Māori leadership, community benefit, and collective wellbeing. Closes with the whakataukī: 'Mā te rongo, ka mōhio; mā te mōhio, ka mārama; mā te mārama, ka mātau; mā te mātau, ka ora.'
